Our Consultancy Services
WATER SUPPLY AND SANITATION
First Management Limited has worked on several projects including piped water supply and multi-purpose reservoir dams for irrigation, livestock watering and fisheries commissioned by the Governments of Uganda (GOU) and South Sudan (GOSS) funded by World Bank, African Development Bank (ADB), Icelandic International Development Agency (ICEIDA) and Danish International Development Agency (DANIDA). Several of these assignments were completed under consortia led by BEC Engineers and Aces Consulting Group Ltd. FML was engaged as Sub-Consultant during pre-feasibility, feasibility, design and construction supervision. We conducted Socio-Economic Baseline Studies, Willingness-to-Pay Surveys (WTP), Stakeholder Engagements, Institutional Analysis, Capacity Building Planning, Operation and Maintenance Plans, and Irrigation On-Farm and Off-Farm Studies. In addition, collaborated within multi-ministerial/agency teams to facilitate training workshops for District staff, Water User Committees and Facility Operators. Additional services included community mobilisation and sensitisation on Hygiene and Sanitation and training Contractors’ employees and communities on Sexual Behaviour and HIV/AIDS transmission and prevention. FML has gained experience in: assessing and supervising Employee Working Environment, Health Safety and Environment (HSE), Environmental Social Management (ESM) and Social Safeguards; assessing and implementing RAP activities, including compensation assessment and payment for Project Affected Persons (PAPs) for Acquisition of Land for the Treatment Plants, Transmission Pipelines, Break Pressure Tanks and Powerlines; as well as undertaking Conflict Sensitivity and Prevention.
LANDFILLS & MUNICIPAL SOLID WASTE MANAGEMENT
First Management Limited collaborated on the affordability study for municipal solid waste management in Greater Kampala. The study was commissioned by the World Bank Group (IFC & CRP).
GOVERNANCE & LEADERSHIP
First Management Limited carried out capacity building training and Local Revenue Enhancement for Local Governments under the LGDP I and II commissioned by the Ministry of Local Government with support and financing from International Development Agency/World Bank, Austrian Development Agency, Denmark and Netherlands. The assignment also included facilitating the rolling process for the 3-Year District and Sub-counties’ Development Plans (DDP) in selected Local Governments. The LGDP II was implemented between 2003 and 2008 with the aim of improving service delivery of basic services to engender economic growth and poverty reduction according to the Government decentralisation policy and to improve Local Government institutional performance for sustainable, decentralised service delivery.
FOOD SECURITY & HOUSEHOLD INCOMES
First Management Limited has conducted baseline and evaluation surveys for livelihood projects, by examining core issues that include impact, effectiveness, efficiency, relevancy, ownership and sustainability. In addition operational studies and research on crop and livestock indicators for selected value chains were carried out, as well as reviews of project designs, monitoring systems, governance structures and practices.
MALARIA PREVENTION, HIV/AIDS & PUBLIC HEALTH
First Management Limited has worked with Malaria Consortium, Johns Hopkins University and Ministry of Health to undertake baseline and endline surveys for USAID NetWorks mass distribution campaigns of Long-lasting Insecticidal Nets (LLINs) to fight malaria in selected districts. In a related study supported by Bill and Melinda Gates Foundation, FML collected 80 LLINs from the NetWorks net distribution campaign in Kaliro and Serere districts for further textile testing in Leeds, United Kingdom, to better understand the mechanism of how nets tear and how they can be made more durable.
RURAL DEVELOPMENT
Through a number of project evaluations First Management Limited has assisted a number of development actors to establish whether communities had been assisted and whether their quality of life had improved, as well as which programme components needed to be modified to make programmes more relevant to the communities.
SOCIAL SECURITY, ECONOMIC TRANSFORMATION, SME PROMOTION
First Management Limited facilitated working groups and research processes for country-wide consultations on social security and pensions reforms in Uganda commissioned by the Ministry of Gender Labour Social Development and the Social Security and Pensions Stakeholders Transition Group (STG). Stakeholders made recommendations for a liberalised pension sector as well as National Social Security Fund (NSSF) reforms including introduction of mid-term benefits.
